Guest Speakers

February meeting: Claire Pullen to update on planting scheme in Newtown. By then she will know if there are funds from WWDC. If not, then she suggests that we approach the Town Council to ask if any money is available.

March meeting: Stewart Palmen to speak / show DVD about Street Pastor scheme, which is being introduced in Trowbridge. Training starts 31 Jan for 4 weekends, will go life in early March. 22 volunteers have signed up so far.

It was decided that we will continue with the FGF. Further details to be discussed at future meetings.

Residents’ Parking
GH advised that the new Wiltshire Council is likely to introduce a residents’ parking scheme in response to complaints by residents that people who work in the town centre park their cars on Newtown. The attendees were against this, but no immediate action is required as it is unlikely to be a priority for the new council.

Police Report
PCSO Maria Badder gave an update on issues that affect the area:
Homeless in the garages behind 66 Newtown: Maria has checked at 7am, they had left for the day. The garages will be sealed up by the owner and Maria has worked with Polish speaker to make it clear to the homeless that if they break into the garage it will be a criminal offence.
Newtown murder: The person was arrested, currently out on bail. The safety of the community is not affected.
Sexual assault in Lower Bond St Buildings: nobody caught yet, it was a very serious assault which took place around midnight and residents should be careful in this area. Near Tesco a woman was pulled off her bike, robbed and also sexually assaulted. The police currently don’t think there is a serial offender.
Graffiti: 3 young graffiti artists have been caught, 2 have admitted it. If you see graffiti, report it to the police.

Lower Bond St Buildings
In order for the council to adopt these alleyways the residents would have to install street lights and it would still be unlikely that the council would adopt them or get otherwise involved apart from maybe a small grant to help improve the situation.
It was suggested that residents put up security lights on their houses to light the alleyway. NARA to support wherever possible. Fran to contact Community Safety Officer, Ishti Turner, to discuss if grants available for security lights. Or maybe for gates to be installed at either end of the alleyway.
GH reminded the meeting that the more individual people get in touch with Jeff Osborne, asking him to take action, the more likely it is that something will happen. Appeal to all residents in next newsletter – under a heading such as “If you do one thing this issue” – to contact Jeff (include Jeff’s email address in newsletter).

42 Bond Street
The owner of this house was going to convert it to flats, then stopped the work and ever since a heap of rubbish is piled up in the front garden. WWDC Planning Dept. will be sending him a letter asking him to clear up the mess. If this does not help, Fran is going to try to contact him on behalf of NARA.

Drains
The drains opposite the Stallards are blocked and always overflowing. Everyone should report this to Clarence and let GH & Jeff Osborne know the reference numbers. They can then chase it up. See box below.

December Meeting / Carol Singing
Mary Beer to organise carol singing. All interested in singing should meet at Wesley Road Club at 6pm. Stuart & Eunja to provide hymn sheets. No money to be collected, we will just tell people about NARA and invite them to our meeting at 8pm. Everyone to bring along snacks to the meeting, Fran to bring paper plates. Some mulled wine to be provided by NARA (Claudia to organise) but drinks mainly to be purchased from Wesley Rd Club. Nicola to design leaflet to let residents in NARA area know about Christmas get-together and to contact Maryrose for printing. Claudia to allocate roads for distribution. Volunteers for distribution: Sharon, Mary C., Joan, Mary B, Eunja, Lisa, Timothy, Claudia. Might be useful to hang up posters in the area, too.

Coffee Morning
Mary Carter’s suggestion from last month’s meeting was positively received. Should be a Saturday morning in January or February. Mary C. to speak to Wesley Rd Club about possibility of using one of their rooms. Alternative would possibly be to use Old Rectory – would have to speak to Teresa Hibbs.
Details to be discussed at next meeting, incl. how we would advertise the coffee morning and who does what.

NARA Skittles Evening at Wesley Road Club
Idea for March to get local residents interested in NARA and its activities. To be discussed at next meeting.

Police Report
PCSO Maria Badder said that the area has been very quiet recently, no vehicle crime. They are trying to get hold of the owner of a motorbike which is parked on the pavement in Gloucester Rd opposite West St. The number plate of the motorbike came up as a Volvo, so Maria is not sure whether she took down the correct number plate. Would any NARA member who sees the motorbike please let her know the correct reg number.
Mary C. told the meeting that Semeraro’s shop window on Newtown was smashed again but that he has given up reporting this to the police.

Recycling
According to “West Wilts matters”, the recycling centre at Canal Rd now accepts TetraPaks (juice and soup cartons etc). Please spread the word – may be worth mentioning in the next newsletter.
Sharon and Mary met with Emma Glover to address recycling and general rubbish issues in Newtown Area, trying to attract more attention to the problems the area faces. There were lots of suggestions and Emma is going to present these to higher level: e.g. bin men to take rubbish bags that are placed next to full bins, or maybe a big bin for excess household rubbish to be placed somewhere in the area to make it easier for people who have more rubbish than fits in their own bin. It was mentioned that the black box collection leaves a trail of broken glass in the area and that this is mainly due to the truck being full. GH to speak to Emma Glover about this. Suggestion to invite Emma to speak at one of our meetings in the new year again to give us an update.

Parking
Graham Hedley asked if there were any further requirements re: double yellow lines (removal or addition) for the area. He suggested removal of double yellows at the end of Park St (opposite the conservative club) so people can park right up to where the street is narrowed. Could someone who lives in Park St please photograph this and send a written request to Graham so he can forward it to the relevant authorities? Also any other requests to Graham, ideally with photos, please. Any requests have to be received very soon in order for them to be taken into account. The work will be carried out in one go as they cannot do each road separately.
Lance Allan will be talking about this subject at the Neighbourhood Partnership Meeting on Monday in the Civic Hall, which Di Marshall will attend on behalf of NARA.

Sustainable Communities Act
Di Marshall explained that this was passed by parliament to devolve more powers to local communities re: issues that affect people locally. Councils have to opt in and ours has not done this so far. Di raised this at the Neighbourhood Partnership Meeting and will see if they want to take action to try to take it further. Di will give feedback at next meeting and provide details of who we can write to push for the local council to opt in to this. To be mentioned in next NARA newsletter.

Trowbridge Discovery Day
Graham Hedley gave brief feedback, said this was well attended. He offered to email notes with more detail to NARA distribution list.

NARA Chair
Following the AGM we still needed a volunteer to fill the position as NARA secretary. Fran had passed on the message that she would be happy to take up the post as secretary, which means we would need a permanent chair. Nicola urged all attendees to think about whether they would be willing to take this up. To be discussed again at next meeting.

Annual General Meeting (AGM)

Chair’s Report
Fran gave an overview over NARA’s activities in the year ending 31st March 2008 (including Community Spotlight, car boot sale, Front Garden Fiesta, newsletters, participation in local groups), guest speakers and developments in the NARA area (e.g. new mini recycling bring site at the Ship Inn)

Police Report
In the absence of PCs / PCSOs, Fran read Jo Bagg’s report about recent problems in the area:
Suspicious callers offering to do work for high sums of money. Residents are reminded to be vigilant and ask for ID before admitting anyone into their property.
Ongoing problem with males drinking and urinating in several alleyways. They were moved on from alleyway near school but have moved elsewhere. Police continue to work with Polish Club to try to solve this issue. Please report any problems to police so they can build up geographical knowledge of problem areas.
Vehicle damage in Gloucester Rd area. Police looking at setting up neighbourhood watch scheme – further details will be given at next meeting.
Blue and Zus disco for under 16s at Snooker Club at Halloween for all children.

Neighbourhood Tasking Group Report
Drew and Sue fed back details of the three last meetings. While Sue will not be able to continue representing NARA in the Neighbourhood Tasking Group, Drew will continue in this position.

Treasurer’s Report
Claudia presented the audited Treasurer’s Statement for the last financial year (2007/08) and gave an overview of financial activities in the current financial year, including the current balance.

Election of Officers
Fran Markotic (chair), Drew Thomas (vice chair), Mark McLauchlan (secretary) and Claudia Hodds (treasurer) stepped down from their posts.

Chair – Fran Markotic re-elected unanimously.
Vice Chair – Drew Thomas re-elected unanimously.
Secretary – Mark McLauchlan is not standing again and no volunteer came forward.
This position will remain vacant and will be up for vote at the next meeting.
Treasurer – Claudia Hodds re-elected unanimously.

AOB

Front Garden Fiesta –all prizes have now been distributed. Maryrose Mantle very please with planter. Sharon took and emailed photos of some of the winning gardens to the Shaw Trust, who had donated the planter.

Trowbridge Discovery Day (Sun 2nd Nov) – Mary B. and Hilly P. will go at 10.30 to set up.

Community Area Future Meetings – Di Marshall will go to Neighbourhood Partnershhip Meetings on Mondays, Hilly P. will go to some of the meetings on Thursdays.

Parking (see minutes 25 Sep) – Clive B. put case about single yellow line at the top of Park St (near Frome Rd) forward to WCC. Its removal has been added to list but according to Sharon will take at least 6 months as it has to go to court, and in order to save cost the council put forward bulk applications. Current yellow lines were put in place 30 years ago, so if anyone has any issues with their locations, contact Andy Wyatt or Joanna Neale at WCC.
Motorbike parked on pavement in Gloucester Rd is dangerous as people have to step onto road to get around it. Hilly P. will contact the police about this.

No entry sign in Gloucester Rd – staff from John of Gaunt’s School have been spotted going through this in the wrong direction, without slowing down. Question was raised if this sign is even necessary.

Fighting between school children – Clarendon School finishes at 2.30pm, John of Gaunt’s at 3.00. Clarendon pupils wait for JoG to finish, interschool fighting occurs.

Yellow Pages – Sharon advised that there is a free phone number that people can ring if they do not want to receive the printed Yellow Pages in future: 0800 671444. Try www.yell.com instead.

Planting scheme– volunteers needed on east side of Newtown road to allow poles for hanging basket to be put up in their front gardens – please contact Sharon Draper. Amber Project (on Bythesea Rd) is looking for new projects – they might be able to do the Bethesda Church project.

Multiple occupancy – this usually means that more than 6 adults live in one house. GH reported that WWDC identified 7 places in the NARA area, e.g. 1 in Bond St and 2 in Gloucester Rd. They are looking at the facilities in these properties to establish if e.g. a second bathroom is needed etc. It is often difficult to get hold of the landlord. If anyone knows of such places, please email Graham.

West Wilts Show 2009 – NARA received invitation to participate in the residents association area in the Civic Hall on 23/24/25 July 2009 (TTC will not have a marquee this time) for £15 / day. It was decided that we will not take part.

Litter picking days – these were previously discussed but are now no longer necessary as the council has organised regular litter picking in the area.

Pedestrian crossings in NARA area – CH asked if other members felt that these are not set very well as pedestrians have to wait a long time for traffic to stop when cars are approaching the crossing, and when there is no traffic (= when the lights are not needed in the first place), they change immediately. Meeting did not think this was a problem, but councillors advised that Highways Dept. in WCC is responsible for pedestrian crossings if CH wanted to raise this.

Old Rectory / 65a Newtown – Teresa works for Craegmoor Healthcare, who run both these properties as care homes for adults with autism and learning difficulties. She and some of the residents are going to attend NARA meetings from now on to find out what’s going on in the community. The residents would like to participate in NARA activities, e.g. car boot sales and delivery of newsletters. Members of the community can use space in the premises of the Old Rectory and space is also available in their allotment – please contact Teresa on 777728 or old.rectory.dcc@craegmoor.co.uk if you are interested or have any issues with these care homes.

Guest speakers – pls let Fran know your ideas re: who we could invite to future NARA meetings.

Christmas Party – it was suggested to organise a joint Xmas meeting / carol singing tour around NARA area. To be discussed and planned at next meeting.

Newtown Front Garden Fiesta Prize Giving
Several neighbours attended in order to receive their prizes: Steve Daniels of 30 St. George’s Terrace; Lisa of 30 Bond Street; Norma of 47 Park Street; John Holt of 18 Bond Street Buildings. The gardener at 28 Wingfield had advised she would be unable to attend, but noone came from 100 Newtown. FM to deal with this. We agreed to give a large pot-plant to Maryrose Mantle as a token of our appreciation for all of her assistance this year.

Trowbridge Discovery Day -Sunday 2nd November 2008 from 11am – 4pm
Derek Adams of College Estate Residents’ Association was kind enough to come and tell us about the Trowbridge Discovery Day at the Arc Theatre. This will be a day for many different groups from Trowbridge to show what services they offer for the area. There will be themed areas within the college with their own representatives, e.g. Health: The Primary Care Trust, Health & Safety; Police, Ambulance and Fire reps will be there too. Sports & Leisure – Town Council Sports programme, etc; Environment: Hills Recycling, etc; Youth Groups: College Students’ Council, Sea/Army/Air Cadets, etc; Neighbourhood Partnership: reps from the Residents’ Associations – Derek said that we should let him have our Association information again, suitable for presentation, and perhaps some photos of the winning gardens – FM to provide. Derek informed us that there are 2 new Residents’ Associations – Dursley Road and Lavender Fields. There will also be groups for the Older members of the town, e.g. the Sunday Club, etc. There will be free transport to the event for the elderly from several pickup points and these will be notified in due course. There will also be representatives from the Polish, Afro-Caribbean, Moroccan and Chinese groups, and also from the big employers in Trowbridge, such as Apetito and Airsprung. The building companies, which are responsible for the new regeneration areas, e.g. Riverside, will also be present Wiltshire County Council will be there to talk up the new unitary authority. The Theatre Bar will be open for the duration and volunteers are encouraged to contact Derek, as much help will be needed to set up the different themed areas.

Community Area Futures Meetings
Fran said that she could no longer attend these meetings due to work commitments. Volunteers were asked for, but there were none forthcoming at this time. If anyone can attend 2 meetings (usually on consecutive weeks) over 3 months on a regular or shared basis, please contact Fran Markotic, NARA chair.

Fran brought information about a website for sports events: www.activetrowbridge.co.uk from Maryrose Mantle at the Town Council. Active Trowbridge is run by Trowbridge Town Council and is designed to promote healthy living in schools and the local community through the sports roadshow and links with partner organisations.
For Youth this means activities, afterschool sports clubs, holiday activities, special sports events all year round, coaching provided through youth clubs. in addition to a Skatepark, BMX Track, Basketball and football Hard Courts which are just some of the facilities provided in the town.
Who is involved?
Active Trowbridge also has partnerships with: Wiltshire County Council , West Wilts District Council , Wiltshire Police , Wiltshire Fire Brigade, WASP (Wiltshire and Swindon Activity Sports Partnership), WWSSP (West Wilts School Sports Partnership), The FA, SPLASH, DC Leisure Club Health Gym, ASDA , The Consortium , Trowbridge Rugby Club , Trowbridge Basketball Club , Lacrosse Association , Trowbridge Wanderers FC , And many more local clubs. For Adults this means information on all the local sports and leisure activities and events as well as local clubs in all one place.

Mention was made of the Parish Stewards again. They are in the Trowbridge area about 3 days per month and can be contacted via CLARENCE. Or bring it up at the next meeting….

Parking
Clive Blackmore is trying to get a single yellow line removed from the top or Park Street, where it meets Frome Road – this is redundant and should be removed. Sharon has also lodged an appeal with Joanna Neale for another redundant yellow line on Newtown. With parking at a premium in this built-up area, any yellow lines which serve no purpose should be removed and we are encouraged to lodge appeals with either Joanna Neale or give the precise details to Graham Hedley and he will pursue the matter for us.
Graham asked PCSO Maria Badder to have a word with her colleagues to see if a security light/lamp post could be installed over the footpath near 60 Newtown as it is currently being used as a latrine.

Police news
PCSO Maria Badder said that there have been a few incidents of car damage (keying, letting tyres down) of a couple of cars at the end of Gloucester Road near John of Gaunt School. There have also been several reports of empty houses (for sale, to let) having their earth wires stripped for their copper content. Also, the post box at the intersection of Gloucester Road and Westbourne Road was set on fire by youths and the contents destroyed.

Recycling
Emma Glover was present from Wiltshire County Council. She said that there had not yet been a meeting of a focus group, which she had spoken about the last time she attended. Mary Carter said that she would be happy to meet with her, as did Sharon Draper. For anyone else who wants to get involved Emma’s telephone number is 01225 776655 ext. 134. Emma mentioned a Yellow Woods Competition put on by Yellow Pages. Newtown Community School has entered and the 3 schools which collect the greatest number of Yellow Pages books, in order to recycle them, will win a cash prize. The deadline is in a couple of months. Therefore, please take your old Yellow Pages to the school so that they can collect as many as possible!

Planting scheme
Sharon Draper has been in contact with Claire Paulin, the council’s Street Scene Manager. She has the council’s backing to make some planting scheme improvements in Newtown, e.g. hanging baskets on poles, large planters, etc. Volunteers are called for to help drill holes in walls so that hanging brackets can be put up. Hilly Prendergast said that her husband could possibly help with this, time permitting. Sharon also mentioned that Curious & Collectibles has a great bonsai garden through the back of the shop, with all of the plants for sale. Eunja Palmen said that the hoardings by the Bethesda Baptist Church are coming down soon and that they will be improving the garden frontage there.
